AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just over a week before the country’s general election.

Study Shows Consistent Bias in AI Suggestions

The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog noted in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the positions of these parties, the study pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.

Every significant political faction have rejected a coalition with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
